With our continued growth, we are always looking for talented consultants and project managers to join our Aotearoa New Zealand team. We have had several key appointments, strengthening our offerings across TSA Projects and TSA Advisory.

Welcome to the following staff who have joined us since July.

TSA Advisory

Karl Jackson, Associate – Karl has 10+ years’ experience in project management and advisory roles and brings a focus on infrastructure procurement and transaction management. Previously working for New Zealand’s Waka Kotahi, Ministry of Defence, and the Department of Corrections. Karl has overseen projects throughout the lifecycle from inception to delivery. He has detailed experience with a wide range of procurement models as well as an excellent understanding of government investment management systems and processes.

Cavaan Wild, Senior Consultant – Cavaan is a qualified Better Business Case Practitioner and can effectively facilitate workshops and conduct detailed analyses using the Treasury Business Case framework for clients. He brings over three years’ experience delivering high-quality and clear advice for his client’s proposed investment decisions. He is also skilled in detailed design and supporting large-scale organisational technology and transformation programmes, including preparing reports, board packs and organisational snapshots.

TSA Projects


Chris Inness, Associate Director – Health Sector Lead – Chris has 18+ years’ experience as an Advisor and Project Manager on Property and Infrastructure projects including major capital works projects and programmes for government agencies and private sector clients. His breadth of experience spans a variety of sectors, from Civil Infrastructure to Hospital Redevelopments. Currently undertaking a master’s in construction law to research various procurement methodologies and project delivery strategies, Chris’ contractual understanding proves invaluable in complex projects.

Claire Bowman, Senior Project Manager – Claire’s experience spans the UK and New Zealand construction markets, with her 17 year career exposing her to projects for a wide range of clients including developers, government agencies, and private enterprises. This experience has allowed Claire to develop her management style to engage with a range of stakeholders, including senior management, peers, consultants, contractors, and supply chains to maximise output and provide excellence in project delivery.

Stephen Adam, Senior Project Manager – Stephen has 15+ years’ experience working in the consulting industry across several sectors on both horizontal and vertical infrastructure from 3 Waters and civil engineering projects to community facilities. With a background in both engineering and accounting, Stephen is a strong project and programme management professional with strong skills in business planning; management; contract management; risk management; and construction management.


Brad Dolan, Senior Project Manager – With 10+ years’ project management experience, Brad brings practical experience and execution of civil engineering projects including 3 Waters; utilities and roading; design; installation; and operation and maintenance. Through this, Brad has an excellent working knowledge of NZ3910, NEC3 and FIDIC GOLD contracts and is also experienced in environmental planning, strategy and implementation on site and has hands-on experience with local and national body planning and RMA regulations.


Jonathan Leach, Project Manager – Jonathan is a Project Manager with 20+ years’ experience in the engineering and construction sectors, teamed with qualifications in Engineering and Economics. Prior to joining TSA, Johnathan held the role of Project Director at New Zealand Police’s National Property Group supporting the implementation and management of their capital works property programme. This experience has further developed and rounded his skillset in positively leading projects from a client perspective.

Dave Hoskins, Project Manager – David is a specialist in large-scale commercial and government projects with 20 years’ construction industry experience, including eight years as a project manager. With strong technical skills, David strives to see the bigger picture while delivering the detail, focusing on achieving high quality results. David’s key skills also include building and maintaining productive working relationships with stakeholders, assuring construction methodology and monitoring construction progress.

Mia Cassels, Assistant Project Manager – Mia has a background in Industrial Design, teamed with experience in the construction industry and combines her skills with an interest in carbon reduction. During her final year of tertiary study, Mia worked alongside the Department of Conservation undertaking research and communications with emissions experts into climate action, analysing DOC’s operations and creating innovative design work to reduce emissions by addressing waste handling infrastructure.


Achini De Silva, Assistant Project Manager – Achini has a background in Architecture and Interior Design has strong skills in relationship management, project coordination and design. Coming to TSA from an Engineering Consultancy, Achini is experienced in working collaboratively with multi-disciplinary teams (engineering, urban design, interior and landscape architecture). She brings experience working in live campus environments for clients including Health New Zealand and New Zealand Defence Force.

Jeff Wood, Project Director – Original starting out as a Quantity Surveyor, Jeff has been leading projects in various industries and sectors for 25+ years and specialises in project management; contract management; project planning; construction management; design management; procurement; project estimation; and value engineering. Jeff has worked on many large scale projects within Auckland, Waikato and Bay of Plenty regions in the roles of Senior Project Manager and Engineer to Contract.

Emma Page, Project Manager – Emma is a Project Manager with significant experience leading the end-to-end delivery of projects across a range of property sectors. She is skilled in managing relationships to ensure programmes are delivered against time, budget and business requirements. With her background in arts and design, Emma also brings a strong creative lens to the projects she manages – seeing the impact on the finished product and overall design.

Grant Rewi, Senior Project Manager – Grant has a Graduate Diploma in Construction Project Management, which he gained while working with Auckland Museum for 16 years in a variety of project and production management roles. Working on construction projects within a complex, live operational environment, Grant relies on strong interpersonal and communication skills to develop a collaborative and efficient project management approach. He brings a sound understanding in NZS3910:2013 contract management.
