David Fogarty

David is an Associate Director and the Leeds Office Director, leading the team and ensuring the success and growth of the Leeds office. With over 15 years' experience in the construction industry, David specialises in planning and delay disputes. He is an accredited and practicing member of the Chartered Institute of Arbitrators (MCIArb) and the Association of Cost Engineers (MACostE). He also holds an MSc in Construction Law and was awarded best dissertation by the University of Salford. David has a background of providing “hands on” expertise in managing the Project Control function on behalf of major blue-chip clients. His background in complex project delivery gives him a wide range of planning and delay analysis skills. He is regularly appointed in an Expert Witness capacity in the forensic investigation of delay and provides robust advice to clients in the preparation and defence of claims.

Scott Motley is Regional Director for the North of the UK and Ireland and a member of the UK&I Leadership Team. He has over 40 years of consultancy experience across the construction sector, both from an operational and client-facing perspective. Having worked across a variety of sectors, including water, rail, energy, health, education and defence, Scott has led teams and client accounts with a focus on impact, collaboration and shared success. Scott is particularly experienced in commercial aspects of capital projects including procurement of major programmes of work as well as individual projects. With a proven track record in managing multidisciplinary teams and delivering large-scale programs, Scott is passionate about fostering innovation and collaboration to create value for clients and communities, alongside driving operational excellence across the North of the UK.
