East Rockingham Waste to Energy Project

TSA Riley provided independent programme review, forensic delay analysis and schedule risk assessment for the East Rockingham Waste to Energy Project, helping project leaders assess delay risks and communicate with confidence.

The $511 million East Rockingham Waste to Energy Project is helping Perth reduce its reliance on landfill by converting non-recyclable waste into electricity. The facility also supports resource recovery, extracting valuable metals from combustion ash and processing the remaining material into recycled aggregate for use in civil works.

Located south of Perth in Western Australia, the facility is designed to process approximately 300,000 tonnes of residual waste each year and generate up to 29 megawatts of electricity, enough to power more than 36,000 homes. Following the first successful combustion of waste in July 2026, the facility is undergoing final commissioning, with commercial operations expected to commence in early 2027.

TSA Riley provided independent programme review, forensic delay analysis and schedule risk assessment services to East Rockingham Project Co between 2022 and 2025, helping project leaders understand the causes and implications of major delays and assess complex extension of time claims. Our team reviewed the engineering, procurement and construction contractor's programme, assessed schedule risk and translated complex technical findings into clear, evidence-based reporting for project, executive and legal stakeholders.

Through programme analysis and quantitative schedule risk assessment, we provided an independent, evidence-based view of potential completion dates and delivery risks. This helped the project team plan for operational commencement and communicate anticipated completion dates to stakeholders with greater accuracy and confidence.

“What stood out was TSA Riley's ability to distil complex programmatic issues into clear, visually supported narratives that were easy for non-technical stakeholders, including our Board of Directors, to understand. This helped build confidence in our position and was invaluable in a high-pressure, high-stakes project environment.”
