Low Cost, Low Risk Programme

TSA Riley was engaged to help project manage the Low Cost, Low Risk (LCLR) Programme for Wellington and the top of the South Island for NZ Transport Agency Waka Kotahi. The programme intended to improve the safety and connectivity of the transport network. Many of the initiatives were funded through the agency’s ‘Road to Zero’ strategy, which strives for an Aotearoa New Zealand where no one is killed or seriously injured in road crashes. Waka Kotahi set a target to reduce deaths and serious injuries by 40% by 2030. 

The LCLR programme was comprised of 65 projects, each < $2m in value, implementing roading improvements such as new side protection barriers, raised pedestrian platforms, wide centreline, skid resistance surfacing, shoulder widening, rockfall protection and small minor improvements to the walking and cycling network. 

We managed the projects from their inception to completion and provided advice on: 

  • Project scoping and scheduling 
  • Budget planning and management 
  • Procurement management 
  • Design management 
  • Construction implementation 
  • Risk, Health & Safety, and change management 
  • Stakeholder engagement (incl. public consultation) 

TSA Riley provided a range of value-add measures, such as bundling several projects into one contract, making them more attractive to the market and gaining efficiencies with delivery. Additionally, we invited Tier 2/3 contractors to tender for smaller projects, building local contractor market capability. We also coordinated with internal stakeholders, including Maintenance & Operations, Property and Environmental Planning teams, and other project managers, to align LCLR projects with planned M&O works. This approach helped identify construction alignment for efficiencies, reduce Traffic Management costs, and minimise network disruption.
