Airservices and Defence have partnered to deliver the OneSKY Australia Program, a joint solution which brings together civil and military air traffic control under a single harmonised air traffic management system.
The new system, Civil-Military Air Traffic System (CMATS), delivers the most advanced and integrated air traffic control system in the world. Airservices and Defence were placed in an improved position to manage the projected increase in air traffic movement.
To enable the installation and operation of the new CMATS solution, Airservices delivered a number of projects including:
- Perth Air Traffic Service Centre (ATSC) modernisation.
- Brisbane and Melbourne ATSC extensions.
- OneSKY equipment rooms at Melbourne, Brisbane and Perth.
The Perth ATSC modernisation comprised of the refurbishment of the ATSC building, construction of a new plant room and upgrade of supporting services.
TSA Riley developed a procurement strategy for the appointment of the Head Contractor to deliver all three ATSC sites. This engagement included market sounding, expression of interest (EOI), determination of short-listed tenderers, request for tender (RFT), guaranteed maximum price process (GMP), determination of short-listed tenderers to enter GMP, determination of a preferred contractor, finalisation of the GMP, contract negotiations, recommendation and approval of the successful tenderer.
The project was a complex delivery with TSA Riley involvement resulting in the appointment of a single Head Contractor across all 3 sites, through different contract arrangements.
The procurement strategy was developed to drive a relationship-based management approach between TSA Riley, Airservices and the contractor, with risks and benefits shared between parties. Awarding the contract to one Head Contractor enables knowledge captured to be shared geographically, resulting in the development of a best practice solution for delivery.
The new system replaces the previous civilian system, which was commissioned in 2000, and offers a wide range of new capabilities and safety features.
