TSA Riley was engaged by Transport for New South Wales (TfNSW) as part of an integrated project team to provide project management and transaction management oversight for the installation of Sydney’s CBD and south-east light rail network.
TSA Riley was involved with the Sydney Light rail throughout various phases. From providing early services to assisting in the project’s transition from project development phase to delivery phase and most recently providing commercial services during the later phases of the project.
Our early involvement included providing assistance in program management, market sounding, determining the project procurement strategy, preparing and implementing management plans, management systems setup, project resourcing, property strategies, procurement support, preparing issue papers, constructability reviews, managing survey and geotechnical investigations, liaising with key stakeholders, sourcing documentation and preparing tender documentation.
Our responsibilities included:
- Undertaking a Deputy Project Director role within the Light Rail office.
- Providing assistance in program management and market sounding to enable the definition of a procurement strategy for the delivery of the new network.
- Contract management, contract administration, claim and change management and contract dispute resolution and negotiation support.
Given the projects location, significant liaison with key stakeholders was required for this high-profile project. Delivery requirements from a wide range of parties was reflected in the final procurement strategy.
Following approval of the strategy, TSA Riley coordinated the production of tender documentation issued to the market, managed the tender period, and formed part of the tender assessment committee for the proposals.
The completed light rail provides a new public transport link, extending from Circular Quay, along George Street to Central Station (9 stops), then to Kingsford via Anzac Parade (7 stops), and Randwick via Alison Road (7 stops). The network integrates with Sydney’s wider public transportation network. The light rail services major sporting event facilities at the Sydney Football Stadium, the Sydney Cricket Ground, Randwick Racecourse, the Entertainment Quarter at Moore Park, the University of NSW and the Hospital Health Precinct at Randwick.
