From governance and coordination to commissioning and readiness – supporting the delivery of a major health facility.

Te Rau Mātāpuna o Taranaki is a core component of Project Maunga, a multi-stage programme to modernise and future-proof Taranaki Base Hospital. This 6-storey, 22,000 sqm facility brings the region’s critical acute services – including emergency, ICU, maternity, radiology,and laboratories – into one purpose-built building. It includes 151 patient spaces, 42 of which are designated for inpatient care, and features a rooftop helipad.

The facility’s design integrates best-practice sustainability principles with modern clinical standards. It is the first public health facility in Aotearoa New Zealand to achieve a 5 Green Star design rating, reflecting a strong focus on environmental performance and occupant wellbeing.

Supporting a complex health project to completion

TSA Riley was engaged in November 2024 to provide independent project management and Engineer’s Representative services for Te Rau Mātāpuna o Taranaki. Our role included:
Our initial focus was on resolving complex design challenges and setting a clear baseline to guide the project to completion.
We led a full commercial review to support funding for the remainder of the project.
Our team strengthened contract administration, coordinated with council on consents and inspections and managed core project registers to keep delivery on track.
Across design, construction and commissioning, we supported consultant coordination, seismic compliance, maintenance of design intent in clinical areas, FF&E planning, building services integration and operational readiness.
To improve visibility and support quality assurance, the project team implemented OpenSpace Reality Capture, providing weekly 360-degree visual documentation of site progress and enabling remote stakeholders to virtually walk the site.

Te Rau Mātāpuna o Taranaki delivers modern, sustainable and resilient healthcare infrastructure for Health New Zealand and the Taranaki community, and sets a new benchmark for collaborative public health delivery in Aotearoa.
