Douglas Shoal Environmental Remediation Project

When the vessel Shen Neng 1 ran aground in April 2010, it caused extensive damage to Douglas Shoal. With an impact area of more than 40 hectares, the site bears the largest ship grounding scar known in the Great Barrier Reef Marine Park, and possibly the largest reef-related impact in the world. The Commonwealth Government negotiated an out-of-court settlement with the owners and insurers of Shen Neng 1. The Great Barrier Reef Marine Park Authority was awarded $35 million to clean up the site from unconsolidated rubble and anti-fouling paint.

The Douglas Shoal Environmental Remediation project team is led by the Reef Authority who appointed Advisian for planning and project management services, including procurement and commercial advisory. The Advisian team (who are now members of TSA Riley) led the following tasks.
– Supply chain analysis to identify possible solutions and vendors to undertake the remediation (including market sounding).
– Develop the proposed commercial (contract) model for the remediation contractor.
– Develop the procurement strategy for the remediation contractor.

Following approval of the commercial model and procurement strategy by the Reef Authority, our team oversaw the production of the tender documentation issued to market, managed the tender process (period) and facilitated the evaluation and negotiations to the award of the successful remediation contractor.

The shoal remediation works are complete with the project completion due in 2024.
